I don't actually live in Tucson- I'm just THERE more than I am in my own town. There's no reason I shouldn't be able to give stuff away to folks who are close to where I work. I've never been a no-show, but I did have one ballsy chick no-show on me and then send me a rude e-mail explaining how very busy she is afterward instead of an apology. They weren't satisfied knowing only my city - they wanted my zip code, too, and I don't think that's any of their business. I appreciate they want to make sure folks aren't signing up for multiple Freecycle groups which may not be particularly local to them, but my saying I was in city X should have been satisfactory unless someone complained that I wasn't really in city X despite my offering notices. Jerked my chain, and I never finished confirming my membership.
